年末の予算編成時期を迎え、全国各地から国への要望活動、促進大会が活発化している。ミッシングリンクの解消や暫定２車線間の４車線化、そして道路予算の十分な確保を求める声が従来以上に高まっている状況が、特にそれらを強く後押ししているのが今年の特徴だ＝２、３面に各道の大会・要望記事掲載＝。
９月の台風15号、10月の台風19，21号による豪雨災害等に見舞われた今年。その爪痕は未だ生々しいが、昨年は西日本豪雨、九州北部を襲った台風被害など、毎年のように猛威を振るう自然災害に対し、“命の道”となる高規格幹線道路の整備促進とともに、国土強靭化や機能強化に資する４車線化事業の推進は、より切実な問題となっている。
特に４車線化については当面財投活用による整備となることから、財務省が予算編成と並行して近くまとめる20年度財政投融資計画を見据え、より早期の事業化を訴える要望に熱がこもる。
また地方、都市問わず各道の要望では、中長期的な整備、維持管理のための新たな財源確保、防災・減災、国土強靭化のための緊急対策の拡充・継続を求める項目が強く打ち出された。
